PROBLEM TO BE SOLVED: To properly select a standby cell in an environment where a CSG cell and a macrocell are mixed.

SOLUTION: A cell selection method includes: a process A for judging whether a first CSG cell satisfies predetermined conditions or not when a mobile station UE has a first macrocell as a standby cell; and a process B of changing the standby cell from the first macrocell to a first CSG cell when the mobile station UE judges that the first CSG cell satisfies the predetermined conditions.
