providing a resource allocation control channel in a mobile communication system using orthogonal frequency division multiplexing (OFDM) method. the method comprises: the downlink control channel is mapped to a resource element a downlink control channel comprises a plurality of resource elements (RE) and by mapping a downlink control channel transmitting downlink control information wherein each of the plurality of RE groups comprises 4 REs and each RE group consists of a single time index and wherein the available resources allocated to the plurality of RE groups in time priority mode wherein the available resources are divided into two-dimensional frequency/time structure. and wherein in the distribution process increasing to a next frequency index and resetting the time index to an initial value prior to the time index is increased from an initial value up to a predetermined value for a given frequency index.
