A method and an apparatus for allocating a resource of a control channel in a frequency division multiple access system are provided to obtain the maximum frequency diversity by comprising one physical channel by selecting a physical resource with a large number interval. A controller(953) sets the number of mini-CCE prior to the time according to the number of OFDM symbols used in a control channel and the number of antenna port. A mapper(955) selects and arranges the mini-CCE positioned in a first OFDM symbol among the mini-CCE, and maps a first control channel. The mapper rearranges the mini-CCE positioned in a first OFDM symbol which is not used in the first control channel mapping and the mini-CCE positioned in the OFDM symbol posterior to the second as the numerical order. The mapper maps a second control channel to the remaining rearranged mini-CCEs. A transmission unit transmits the mapped first and second control channels.
