The invention claims an image quantization parameter encoder comprising a predictor (11) from the previous reconstructed quantization parameter used for generating a predicted quantization parameter calculator (12) used for the quantization parameter and the prediction quantization parameter to generate differential quantization parameter and a quantization parameter encoder (13) with the meaning in said differential quantization parameter of condition for indicating differential quantization parameter whether first cabin is provided with meaning indicating different chamber of absolute value and indicating differential quantization parameter of non-redundant differential quantization parameter of positive or negative of cabin execute binary arithmetic coding.

An image quantization parameter encoder is provided with: a predictor (11) for generating a predicted quantization parameter from a past reconstructed quantization parameter; a calculator (12) for generating a differential quantization parameter from a quantization parameter and the predicted quantization parameter; and a quantization parameter encoder (13) which when the differential quantization parameter is significant performs binary arithmetic encoding of a first bin indicative of whether the differential quantization parameter is significant a different bin indicative of the absolute value of a non-redundant differential quantization parameter and a bin indicative of the positivity/negativity of the differential quantization parameter.
