An image quantization parameter decoding method to decode a quantization parameter for a video decoding process based on context-based adaptive binary arithmetic coding, the image quantization parameter decoding method comprises: generating a parameter of quantization expected from a quantization parameter reconstructed in the past; decode with binary arithmetic a first bin that indicates whether a delta quantization parameter is significant or not, and other bins, which are later than the first bin, that indicate an absolute value of the delta quantization parameter, where the other bins are decoded with Binary arithmetic in cases where the value of the first bin indicates that the delta quantization parameter is significant; decode a sign bin with binary arithmetic in cases where the value of the first bin indicates that the delta quantization parameter is significant, the sign bin is subsequent to the other bins and indicates whether the delta quantization parameter is positive or negative, generate the delta quantization parameter by unbinding the chain of bins decoded with binary arithmetic; and generate a reconstructed quantization parameter by adding a predicted quantization parameter to the delta quantization parameter, where binary arithmetic decoding is performed using context (s) for the first bin and the other bins, and not using context for the sign bin .
