Disclosed is a method for decoding an image quantization parameter for decoding a quantization parameter for a video decoding process, which is based on context-adaptive binary arithmetic coding, a method for decoding an image quantization parameter means: binary arithmetic decoding the first bin indicating whether the delta quantization parameter is significant, binary arithmetic decoding other bins, following the said first bin indicating the absolute value of the delta quantization parameter and the sign bin that follows the other bins mentioned indicating whether the delta quantization parameter is positive or negative; generating a delta quantization parameter by debinarization of the said first bin, the said other bins and the sign bin; and generating the reconstructed quantization parameter by adding the predicted quantization parameter to the delta quantization parameter, wherein the binary arithmetic decoding is performed using the contexts for the said first bin and the said other bins and without using the context for the sign bin, in the case where the value of the sign bin is zero, delta quantization parameter has a positive value, and in the case where the value of the sign bin is equal to one, a delta quantization parameter has a negative value.EFFECT: technical result is decoding an image quantization parameter for a video decoding process based on context-adaptive binary arithmetic coding.2 cl, 15 dwg
