Provided is a mobile communication system in which a mobile station device transmits a reception quality signal indicating the quality of a signal received from a base station device to the base station device. The base station device transmits information indicating transmission of the reception quality information not accompanied by any upstream link data by containing the information in an upstream link data transmission permission signal. The mobile station device transmits reception quality information not accompanied by the upstream link data according to the information indicating transmission of the reception quality information not accompanied by the upstream link data. Thus, even when no upstream link data exists between the mobile station device and the base station device, it is possible to transmit reception quality information having a large information amount from the mobile station device. Moreover, it is possible to perform transmission control flexibly corresponding to the information amount of the reception quality information transmitted from the mobile station device and the transmission frequency. This realizes more effective communication control (scheduling) between the base station device and the mobile station device.
