A base station (BS) generates a High Speed Downlink Shared Channel (HS-DSCH) Capacity Allocation control frame (600) that includes a value (630) representing a number of packet data unit (PDU) octets that a radio network controller (RNC) is permitted to transmit during an HS-DSCH interval. The RNC generates in response to receiving the HS-DSCH Capacity Allocation control frame an HS-DSCH data frame that includes a second number of PDU octets the second number being equal to or less than the first number. The RNC transfers the HS-DSCH data frame to the BS in an interval. Preferably the HS-DSCH Capacity Allocation control frame includes a first information element (640) that stores a time interval during which the RNC is permitted to use the number of PDU octets and a second information element (650) that stores a value indicating a number of subsequent intervals during which the RNC is permitted to use the number of PDU octets.
