A code division multiple access cell site (12, 14) (CDMA cell site), for a CDMA system that has a smooth transfer scheme that allows switching between cell sites (12, 14) as dictated by the signal strength while maintaining a connection to at least one cell site (12), in which the cell site (12) is configured to transmit a pilot carrier signal to obtain initial synchronization and to maintain a robust timing tracking, and in which for each sector of a cell in the CDMA system, the same expansion code is used but with a shift in time that is used for the pilot carrier signal, and in which the site of cell comprises: * a means for modulating (66) configured to format the digital data for transmission over a communications channel and to insert at least one timing order into the digital data, comprising the data digital cough a plurality of bits; * a means for transmitting (58) coupled to the means for modulating 66 and configured to receive the digital data from the means for modulating, converting the digital data into analog data and for transmitting the analog data on the communication channel; and * a means to receive (32, 36) configured to receive a signal from at least one remote unit (16, 18) and to determine a timing error of the received signal to be used to generate the timing order in accordance with the timing error, the means for receiving (32, 36) being coupled to the means for modulating (66) and configured to provide the timing order for the means for modulating (66).
