A modulation system for use in an expanded spectrum communications system that employs a smooth handover scheme that allows switching between cell sites (12, 14) as dictated by the signal strength, in which the said intensity of the signal is derived from a pilot signal, the system comprising: a means (200) for generating a first orthogonal sequence signal corresponding to one of a plurality of orthogonal binary sequences; means (196, 198) for generating a pseudo-noise signal (PN) corresponding to a binary sequence PN; means (202, 204) for combining said first orthogonal sequence signal and said PN signal and providing a first resulting modulation signal for said pilot signal.
