PROBLEM TO BE SOLVED: To satisfactorily reproduce at least important information data even if data is transmitted through an inferior transmission line by separating information data into an important part and a non-important part and executing RS encoding on the important part.

SOLUTION: The bit stream of picture data is inputted to the important part (High QoS) selection part 31 of a transmission side and is separated into an important part and a non-important part. The important part is inputted to a first encoder 32 and error correction encoding is executed on it. A Read- Solomon(RS) encoder is used as the encoder 32 for example. Encoding picture data of the important part and image data of the non-important part are inputted to a second encoder 33 and is error correction-encoded by a convolution code whose encoding rate is 1/4. In an AL header addition part 34 an AL header containing a number showing a transmission order is added and is inputted to a multiplex part (MUX).
