PROBLEM TO BE SOLVED: To extract header information in an excellent way even when packets are transmitted through a deteriorated transmission channel thereby reducing number of aborted packets due to inability to read a multiplex table.

SOLUTION: A multiplexer section at a transmitter side estimates an information amount from each signal processing section (S1) a multiplexing code is decided based on each information amount (S2) parity of a decided (1st) multiplexing code is taken the result is used for a 2nd multiplexing code CRC is added to each multiplexing code respectively to generate two headers H1 H2 (S3) information data of each medium are extracted in matching with the multiplexing code (S4) the data are assembled with a packet in matching with the two headers H1 H2 and the result is outputted (S5). In this case the receiver side uses the header H2 when the error correction of the H1 is unable and error correction is conducted with the H1 H2 when the error correction of the H2 is unable and then unable reading of the multiplexing codes is reduced.
