PROBLEM TO BE SOLVED: To securely transmit important information without considerable deterioration in transmission efficiency even when the transmission is performed through an inferior transmission line.

SOLUTION: On a transmission side information data are divided into an information signal sequence S2 which needs to be protected strongly against an error and another information signal sequence S1 a 1st encoder 51 performs error correction and encoding of the information signal sequences S1 and S2 to generate an inspection signal sequence E1. A 2nd encoder 52 performs error correction and encoding of the information signal sequence S2 individually to generate an inspection signal array E2 and those inspection signal arrays E1 and E2 are transmitted together with the information signal arrays S1 and S2. On a reception side on the other hand five kinds of decoding system are prepared. Then one of the five kinds of decoding system is selected suitable according to various conditions regarding occasional transmission to decode the received information signal sequences S1 and S2.
