The purpose is to estimate a linear prediction synthesis filter obtained by converting the internal sampling frequency with a small amount of calculation. The linear prediction coefficient conversion apparatus converts the first linear prediction coefficient calculated by the first sampling frequency into a second linear prediction coefficient having a second sampling frequency different from the first sampling frequency. A power spectrum corresponding to the second linear prediction coefficient at the second sampling frequency based on the first linear prediction coefficient or an equivalent parameter thereof on the real axis of the unit circle; Means for calculating the autocorrelation coefficient on the real axis of the unit circle, and means for converting the autocorrelation coefficient into a second linear prediction coefficient of the second sampling frequency.
