The purpose of the present invention is to estimate, with a small amount of computation, a linear prediction synthesis filter for which an internal sampling frequency has been converted. A linear prediction coefficient device of the present invention converts a first linear prediction coefficient calculated on the basis of a first sampling frequency to a second linear prediction coefficient of a second sampling frequency different from the first sampling frequency. The linear prediction coefficient device is provided with: a means for calculating, on a real axis of the unit circle, a power spectrum corresponding to the second linear prediction coefficient for the second sampling frequency, on the basis of the first linear prediction coefficient or a parameter equivalent thereto; a means for calculating, on a real axis of the unit circle, an auto-correlation coefficient from the power spectrum; and a means for converting the auto-correlation coefficient to the second linear prediction coefficient of the second sampling frequency.
