Converting the first linear prediction coefficients calculated at the first sampling frequency F1 into second linear prediction coefficients at a second sampling frequency F2 (where F1<F2) is different from the first sampling frequency. Power spectrum corresponding to the second linear prediction coefficients at the second sampling frequency is calculated based on the information on the coefficients which are the first linear prediction coefficients or the equivalent parameter different from the spectral line pair (LSP) coefficients.
