A cognitive weighting device for generating a cognitively weighted signal responsive to a wideband signal having a signal emphasis filter, a synthesis filter operator, and a cognitive weight filter. The signal preemphasis filter consequently improves the high frequency content of the wideband signal to produce a preemphasised signal. The signal preemphasis filter has a transfer function such that P (z) = 1-μz -1 , where μ is a pre-emphasis element having a value located between 0 and 1. The synthesis filter operator is responsive to the pre-weighted signal to produce synthesized filter coefficients. Finally, the cognitive weight filter processes the pre-weighted signal associated with the synthesis filter coefficients to produce a cognitively weighted signal. The cognitive weight filter has a fixed denominator and has a transfer function where W (z) = A (z / γ 1 ) / (1-γ 2 z -1 ), where 0 <γ 2 <γ 1 ≤ 1, γ 2 and γ 1 are weight control values, whereby the weight of the wideband signal in the formant region is substantially separated from the spectral tilt of the wideband signal.
