TRANSMISSION POWER CONTROL METHOD AND MOBILE COMMUNICATION SYSTEM. A transmission power control method for controlling the transmission power of an E-AGCH including an absolute data rate uplink transmission rate, which is transmitted from a cell controlled by a base station to a mobile station, which includes: notification, from a radio network controller to the base station controlling a service cell, a deviation between the transmission power of the E-AGCH and a transmission power of a DPCH, when the mobile station is performing a change from the coverage area of a cell to the coverage area of a neighboring cell with the service cell and cells out of service; determining, in the service cell to which the deviation is notified, the transmission power of the E-AGCH based on the notified deviation; and transmitting, in the service cell, the E-AGCH to the mobile station using the determined transmit power.
