A transmission power control method for controlling a transmission power of an absolute transmission rate control channel including an absolute uplink user data transmission rate, which is transmitted from a cell controlled by a base station of radio to a mobile station, comprising: notifying, from a radio network controller to the radio base station that controls a service cell, a gap between the transmission power of the absolute transmission rate control channel and a power of transmission of a dedicated physical channel, when the mobile station is making a smooth transfer with the service cell and non-service cells; determine, in the service cell to which the offset is notified, the transmission power of the absolute transmission rate control channel based on the reported offset; and transmit, in the service cell, the absolute transmission rate control channel to the mobile station using the determined transmission power.
