A method for controlling Tx power and a mobile communication system are provided to transmit an E-AGCH(Enhanced Absolute Grant Channel) to a UE(User Equipment) even though the UE executes a soft handover. A UE makes a data connection for an RNC in order to transmit uplink user data through cell #10(S1001). If the Rx power of a common pilot signal from cell #20 is larger than a preset value, the UE transmits a measurement report to the RNC(S1002). The RNC, based on the measurement report, requests the second node B, which controls cell #20, to synchronize an uplink radio link between the UE and cell #20(S1003). In this case, the RNC transmits an SHO(Soft Handover) setup request to the second node B. The second node B establishes the synchronization of the uplink radio link and transmits an SHO setup response to the RNC(S1004). The RNC requests the UE to synchronize a downlink radio link between cell #20 and the UE by transmitting an SHO setup request to the UE(S1005). The UE establishes the synchronization of the downlink radio link and transmits an SHO setup response to the RNC(S1006). The RNC transmits E-AGCH offset information, including the second E-AGCH offset, to the first node B, which controls cell #10(S1007). Based on the second E-AGCH offset, cells #10 measures the Tx power of the E-AGCH(S1008).
