A transmission power control method for controlling a transmission power of an absolute transmission rate control (E-AGCH) channel including an absolute uplink user data transmission rate, which is transmitted from a cell ( CELL10) controlled by a radio base station (NODO B1) to a mobile station (UE), comprising: Notify (S2003), from a radio network controller (RNC) to the radio base station that controls a cell of service, a lag between the transmission power of the absolute transmission rate control channel (E-AGCH) and a transmission power of a dedicated physical channel (DPCH) with respect to the service cell, when the mobile station terminates a smooth transfer with the service cell and a non-service cell and releases a radio link with the non-service cell; Determine (S2004), in the service cell to which the offset is notified, the transmission power of the absolute transmission rate control channel based on the reported offset; and transmitting, in the service cell, the absolute transmission rate control channel to the mobile station using the determined transmission power.
