A transmission power control method for controlling a transmission power of E-AGCH of an absolute transmission rate which includes upper link user data and is sent on a mobile station from a cell controlled by a radio base station comprises: notifying from a radio network control station to the radio base station which controls a serving cell an offset between the transmission power of E-AGCH and a transmission power of DPCH when the mobile station is executing a soft-handover with the serving cell and a non-serving cell; determining at the serving cell to which the offset is notified the transmission power of E-AGCH based on the notified offset; and transmitting at the serving cell the E-AGCH to the mobile station using the determined transmission power.
