The present invention relates to a base station, a communication method, a communication device, and an integrated circuit. The base station comprises: a receiver that receives a direct link buffer status report BSR for device-to-device D2D communication from the communication device, wherein the direct link BSR is the information for notifying the base station of the quantity of D2D data to be transmitted from the communication device to a destination user device; and a transmitter transmitting D2D authorization to the communication device, wherein the D2D authorization schedules D2D resources for D2D data. An uplink BSR has a higher priority in resource scheduling than the direct link BSR, the uplink BSR is the information that notifies the base station of the amount of data to be transmitted from the communication device to the base station.
