To provide a system for assembling scheduling request procedures and buffer state report (BSR) procedures in a communication between devices and a method.SOLUTION: A base station device includes: a reception part in which a communication device receives a direct link and buffer state report containing information in regards to D2D data amount transmitted to a reception side terminal of a (D2D) communication between devices on an uplink sharing channel (UL-SCH) resource assigned to the communication device; and a transmission part that transmits an uplink grant for scheduling the UL-SCH resource, and transmits a D2D grant for scheduling the D2D resource for the D2D communication. The uplink buffer state report as a message for providing the information in regards to the uplink data amount transmitted by the communication device to the base station device to a base station has a higher priority in the resource assignment than the direct link and buffer state report.SELECTED DRAWING: Figure 12
