PROBLEM TO BE SOLVED: To achieve new uplink connection processing between mobile and base stations that can flexibly cope with the state of the mobile station and variations in actual transmission procedures can effectively utilize communication resources and conforms to the EUTRA standard.

SOLUTION: As a random access channel RACH two kinds of RACHs namely a synchronous RACH and an asynchronous RACH are prepared. The state of the mobile station is classified according to the presence or absence of temporal synchronization in the mobile station and that of resource allocation. Depending on case one of the synchronous RACH asynchronous RACH and uplink shared control channel USCCH is adaptively selected for connection processing.
