PROBLEM TO BE SOLVED: To perform new uplink connection processing between a mobile station and a base station based on the EUTRA standard and capable of flexibly coping with the condition of the mobile station and actual transmission procedure variations and also effectively using communication resources.

SOLUTION: As a random access channel (RACH) two types of a synchronous RACH and an asynchronous RACH are provided. Mobile station conditions are classified into cases according to the presence of the temporal synchronization and presence of resource allocation in the mobile station. According to each of the cases any one of the synchronous RACH the asynchronous RACH and the uplink common control channel (USCCH) is adaptively selected to perform the connection processing.
