PROBLEM TO BE SOLVED: To achieve a new uplink connection process between a mobile station and a base station based on the EUTRA standard to flexibly coping with a condition of the mobile station and actual transmission procedure variations and also effectively using communication resources.

SOLUTION: Two types of random access channel (RACH) are prepared: a synchronous RACH and an asynchronous RACH. Mobile station conditions are classified into cases according to the presence/absence of the temporal synchronization and presence/absence of resource allocation in the mobile station. According to each of the cases any one of the synchronous RACH the asynchronous RACH and an uplink common control channel (USCCH) is adaptively selected to perform a connection process.
