PROBLEM TO BE SOLVED: To provide novel uplink connection processing between a mobile station and a base station capable of accommodating variation in the state of the mobile station or the actual transmission procedure flexibly capable of effective utilization of the communication resources and complying with the EUTRA standard.

SOLUTION: A determination is made that the control channel in the uplink is available within a period when the correction information is effective if the communication resources for transmitting the control channel in the uplink have been allocated and the control channel in the uplink is unavailable outside the period. A random access channel equipped with a guard time is selected if the control channel in the uplink is unavailable and the control channel in the uplink is selected if the control channel in the uplink is available. The communication resource allocation information of transmission data of the mobile station is requested for the base station by using the channel thus selected.
