the access network discovery and selection function (ANDSF) is function in the LTE network the operator can use the function to the non 3GPP access network such as a wireless local area network (WLAN) and the like are available and also helps the device to discover control how the UE is firstly arranged between the different access technologies under the condition of available access network. introducing the flexibility in the control of the WLAN is selected based on preferences of the roaming situation of HPLMN is described.
