An operable server to provide adaptive continuous transmission of hypertext transfer protocol (HTTP) to a plurality of clients, with computer circuitry configured to: determine an available bandwidth for the server to transmit adaptive HTTP continuous transmission content to the plurality of customers; receive HTTP requests from the plurality of clients for representations offered by the server in a manifest file for adaptive HTTP continuous transmission; receive quality of experience (QOE) information from each of the plurality of clients receiving adaptive HTTP continuous transmission from the server; calculate an availability of each of the representations offered in the manifest file for the server, where availability is calculated, at least in part, based on the determined bandwidth and the QOE for each of the plurality of clients ; and communicate the availability of each of the representations from the server to the plurality of clients as a representation access bit (RAB) for each of the representations in the manifest file, where the RAB for each of the representations it is communicated as an available representation code (ARC), where the ARC communicates in response to an HTTP request from a client for representation.
