PROBLEM TO BE SOLVED: To solve a problem of usable bandwidth in an LTE network by using a traffic off-load technique.

SOLUTION: An evolved node B (eNB) includes a processor and a communication module that is connected with the processor and transmits an initial user equipment (UE) message including a selective Internet protocol (IP) traffic off-load (SIPTO) local gateway (L-GW) transport layer address to a mobility management entity (MME) before transferring a first uplink non-access stratum (NAS) message on the basis of support of a SIPTO (SIPTO@LN) function in a local network of the eNB in order for Internet access via the local network. The SIPTO L-GW transport layer address can indicate that the SIPTO L-GW is used together with the eNB.
