A method of using adaptive modulation and coding the transmitted transmission time interval data of the base station. the base station has a physical layer hybrid automatic repeat request mechanism. the base station comprises a transmitter. the transmitter is coupled to an antenna and use a modulation and coding scheme of the first prescribed transmission time interval of the data. the transmission time interval has a plurality of transport block set. in response to receiving a repeat request the sender re-transmitting at least one transport block in a second modulation and coding scheme different from a predetermined set. an automatic repeat request receiver receives the repeat request. an adaptive modulation and coding controller coupled and changing predetermined transmission modulation and coding scheme of the transmitter.
