PROBLEM TO BE SOLVED: To support increasing redundancy and make a modulation-encoding set adaptable to provide the maximum data transfer rate while minimizing an H-ARQ transmission failure.

SOLUTION: Transport block sets are transmitted by a first designated modulation-encoding system. Each of the transport block sets is received and it is determined whether each of the transport block sets satisfies specified quality or not. When the specified quality is not satisfied a repeat request is transmitted. The designated modulation-encoding system is changed to a second designated modulation-encoding system which can support a decrease in the number of TBSs during intervals of transmission time. In response to the repeat request at least one of the transport block sets is resent. The resent transport block set is received. The resent transport block set can be combined with the previously received transport block set that corresponds to the resent transport block set.
