PURPOSE: A base station for transmitting a transport block set by using a hybrid automatic repeat request is provided to enhance quality of service by using an adaptive modulation and coding technique and a hybrid automatic repeat request technique. CONSTITUTION: A base station includes a transmitter, an automatic repeat request receiver, and an adaptive modulation and coding controller. The transmitter(301-30N) is coupled to an antenna in order to transmit data having plural transport block sets according to a first specified modulation and coding scheme and retransmit one or more of the transport block sets according to a second modulation and coding scheme in response to a receiving state of a repeat request. The automatic repeat request receiver(32) is used for receiving the repeat request. The adaptive modulation and coding controller(34) is coupled to the transmitter.
