PURPOSE: A user device for receiving transport block set by using hybrid automatic repeat request is provided to optimize wireless resources and quality of service by using an adaptive modulation and coding technique and a hybrid automatic repeat request technique so as to minimize H-ARQ transmission failures. CONSTITUTION: A user device includes a receiver, a hybrid automatic repeat request decoder, and an automatic repeat request transmitter. The receivers(381-38N) are coupled to an antenna in order to receive data having plural transmission block sets transmitted according to a specified first modulation and coding scheme and receive one or more retransmitted transport block sets transmitted according to a second modulation and coding scheme. The hybrid automatic repeat request decoders(421-42N) are coupled to the receiver in order to compare the quality of the data of the transport block sets with the reference quality and couple the retransmitted transport block set to the previous transport block set. The automatic repeat request transmitter(40) is used for transmitting an automatic repeat request when the quality of the data of the transport block sets is lower than the reference quality.
