PROBLEM TO BE SOLVED: To have higher error correction capability without having a parameterized bit-to-symbol mapping device.

SOLUTION: Data is modulated by using one signal constellation in a plurality of signal constellations to transmit modulated data. In retransmitting the data the signal constellation used for modulation is rearranged. The signal constellation used for the modulation is obtained by converting a bit arrangement and/or by inverting a logical bit value in a symbol with respect to the specific signal constellation being reference. For example the bit arrangement is converted by means of an arrangement converter 110 the logical bit value is inverted by means of a logical inverter 120.
