PROBLEM TO BE SOLVED: To provide a transmitting device and a receiving device which can provide with higher error correcting capability without installing a parameterized bit-to-symbol mapping device.

SOLUTION: After an encoded data packet is resent at an automatic resending request the packet is put together with a data packet which were received before in symbol units or bit units. A symbol of the resent data packet is modulated using a predetermined constellation and respective symbol bits have an average bit reliability defined with individual bit reliabilities on all symbols of the predetermined constellation. A bit sequence is corrected by converting bit arrangement and/or inverting a logic bit value before modulation so that composite average bit reliabilities on respective bits of all transmission are averaged.
