PURPOSE: A method and apparatus for biasing to binary decision reference used by a base station of wireless communication to strengthen protection are provided to use a reference with higher reliability than a simple X threshold value in order to make a decision simply and reliably. CONSTITUTION: A BS(Base Station) based on communication from a UE obtains a channel estimate value(S2) and the UE temporarily stores the channel estimate value after the transmission of communication(S1). The BS deduces an SIR(Signal-to-Interference Ratio) from the channel estimate value(S3) and compares it with a certain threshold value(S4). If the SIR is smaller than the threshold value, the BS transmits a NACK signal to the UE(S5). The UE receives and detects the NACK signal(S6) and re-transmits the temporarily stored communication. The re-transmitted communication is received by the BS(S8). If the SIR is greater than the threshold value, the BS transmits an ACK signal(S9). The BS receives an ACK signal and then removes the temporarily stored communication(S10). These processes can be performed in off-line or periodically by the BS(S11).
