A method and an apparatus for biasing a binary decision criteria used by a UE in wireless communication to enhance protection are provided to use a reference for more simply and reliably performing the decision and having reliability higher than a simple X threshold value. UE(User Equipment) transmits a communication signal to a base station at a predetermined channel, and temporarily stores the communication signal. The base station receives the communication signal at the predetermined channel, and acquires an SIR(Signal to Interference Ratio) of the communication channel based on the received communication signal(S3). The base station compares the SIT with a threshold value selected to be biased to a reference towards transmission of an NACK(Non Acknowledge) state, and transmits an NACK sate to the UE(S4,S5). The UE receives the NACK state, and retransmits the temporarily stored communication signal to the base station(S7,S8).
