Method and system for obtaining downlink resource allocation and for measuring channel quality (CQ) in a wireless communication system which can use CDMA technology wherein a user equipment (UE) continuously measures RSCP based on communication on referential channel provided by network. The UE continuously measures time slot ISCP and reports downlink CQ by constructing or alternating. RSCP/ISCP function of every time slot or some functions might report the ratio of RSCP/ISCP such as modulation parameter or combination code of all time slots.
