PROBLEM TO BE SOLVED: To measure CQ at appropriate timing and to properly transmit the information thereof to a base station.

SOLUTION: In a wireless digital communication system which may employ a CDMA technology in a method and a system for measuring CQ (channel quality) for downlink resource allocation UE (user equipment) 12 continuously measures RSCP based on a communication on a reference channel provided by a network. The UE 12 measures timeslot ISCP continuously either by configuration or by rotation and reports downlink CQ. The UE 12 may report the RSCP once and the ISCP per timeslot or may report some functions of the RSCP/ISCP ratio such as modulation parameters or combined coding of all timeslots.
