PROBLEM TO BE SOLVED: To measure a CQ at a proper timing and transmit information thereof to a base station arbitrarily.

SOLUTION: In a method and system of measuring CQ (channel quality) for downlink resource allocation in a wireless digital communication system that can employ a CDMA technique a UE (user equipment) 12 measures an RSCP (Received Signal Code Power) continuously based on communications on a reference channel provided by a network. The UE 12 measures a time slot ISCP (Interference Signal Code Power) continuously by a configuration or rotation and notifies of a downlink CQ. The UE 12 may notify of the RSCP once and the ISCP every for a time slot or alternatively may notify some functions of an RSCP/ISCP ratio such as a modulation parameter or a combined coding of all time slots.
