PROBLEM TO BE SOLVED: To measure CQ at an appropriate timing and properly transmit the information to a base station.

SOLUTION: A UE (user equipment) 12 continuously measures RSCP based on communications on a standard channel provided by a network in a method and a system for CQ (channel quality) measurement to allocate down-link resources in a CDMA adaptable wireless digital communication system. The UE 12 continuously measures a time slot ISCP according to a structure or rotation and then notifies down-link CQ. The UE 12 notifies once for RSCP and notifies for every time slot for ISCP or notifies some functions of a ratio of RSCP/ISCP such as modulation parameters or a combination of all time-slot codes.
