In a wireless digital communication system capable of employing CDMA technology method and system for obtaining channel quality (CQ) measurements for allocation of downlink resources one user equipment (UE) continuously measures RSCP based on communication of one referring channel the referring channels are offered by network. The UE continuously measures timeslot ISCP by constituting or spelling and reports to downlink CQ. RSCP / ISCP function of the each timeslot or a certain function that may reports the RSCP/ISCP ratio such as modulation parameter or combination code of all timeslot.
