A method of providing channel quality (-CQ) measurements for allocating downlink resources between at least one user equipment (UE) and a base station in a wireless digital communication system using a code division multiple access (CDMA) method, the method has the following steps: (a) the base station sends a signal to the UE for use by the UE to take a measurement; (b) the UE, in response to receiving the signal from the base station sent in step (a), performs a first measurement of received signal code power (RSCP); (c) the UE, in response to receiving the signal from the base station sent in step (a), performs a second measurement of an interference signal code power (RSCP); and (d) the UE sends a CQ signal to the base station in a specific format containing RSCP and ISCP values; the first and the second measurement and the format are preselected.
