The invention claims a wireless sending/receiving unit and method thereof. the WTRU comprising: circuitry configured to use at least one uplink common channel for conveying component; the component is further configured to acquire the physical layer control signal the physical layer control signal indicating whether the WTRU increased desired power level; and the component is further configured to use a first partition or a second partition to access said at least one uplink public channel of the forward links wherein the at least one uplink common channel is partitioned whereby said first partition is associated with on the at least one uplink public channel of the forward links with transmission of the physical layer control signal. the physical layer control signal indicating whether the WTRU desired power level increases and the second partition has no transmission of the physical layer control signal and on the at least one uplink common channel is associated.
