A base station for transmitting data over a particular channel to multiple users the base station comprising: a transmitter for generating a particular channel for the simultaneous transmission to multiple users; an amplifier which is coupled with the transmitter for amplifying the produced specified channel; an antenna which is coupled to the amplifier for transmitting the produced specified channel; a power control receiver coupled to the antenna for receiving the transmit power commands from each of the users; and a transmission power control unit which is coupled to the power control receiver and the amplifier to use the power control information from each of the plurality of users and adjusting a gain value of the amplifier so that if any user requires an increase in the transmit power level the transmit power level is increased and if all users have exceeded their quality requirements the transmit power level is reduced.
