Data is transmitted to multiple receivers through a specific channel from a transmitter. The specific channel is received in multiple receivers. Each receiver transmits power control information to the transmitter based on the measured reception quality and reception quality requirements of each receiver. The transmitter uses the power control information from each receiver to increase transmission power level, upon requiring increase in the transmission power level for a random receiver to satisfy the receiver quality requirement, and controls transmission power level of the specific channel for the transmission power level to be reduced, when all receivers excess the quality requirement.
