PROBLEM TO BE SOLVED: To provide a transmission reception system where more information is transmitted at the same frequency band by solving the problem that the transmission information quantity cannot be increased when the frequency band is limited in a transmitter sending a digital signal.

SOLUTION: The transmitter 1 uses a modulator 4 conducting an m-value QAM modulation to assign a 1st data stream consisting of n-value data and 2nd and 3rd data streams consisting of p-value data to a signal point group resulting from grouping signal points on a signal space diagram and transmits a QAM modulation signal with a modified m-value. A demodulator 25 of a 1st receiver 23 demodulates the 1st data stream consisting of the n-value data a 2nd receiver 33 demodulates the 1st and 2nd data streams and a 3rd receiver 43 demodulates the 1st 2nd and 3rd data streams. Thus by using even a receiver having only demodulation capability of the n-value data (n<m) when receiving the modified multi-value (m-value) modulation wave a transmitting device which can demodulate the 1st data stream consisting of the n-value data is obtained.
