PROBLEM TO BE SOLVED: To realize NTSC broadcast and HDTV broadcast in satellite broadcast and to considerably reduce a reception impossible area in a service area by modulating plural carriers and transmitting plural data strings.

SOLUTION: A transmitter 1 having an input part 2 a separation circuit part 3 a modulation part 4 and a transmission part 5 separates plural multiplexed input signals into first second and third data strings by the separation circuit 3 and sets the error correction ability of an error correction encoding processing on every data string. The signals are outputted from the transmission part 5 by the demodulator-part 4 as modulation signals and are sent to a satellite 10 from an antenna 6. The modulation signals are amplified by a repeater 12 in the satellite 10 and are resent to the earth. A transmission radio wave is inputted to a first receiver 23 from an input part 24 and a demodulator 25 demodulates only the first data string. When the same signal from the transmission device is received with such operation the receiver having a large antenna and multivalue demodulation ability can demodulate first data and second data. The receiver having a small antenna and the demodulation ability of a small value can receive the first data string.
